Instructions

1. Preheat the oven to 350 degrees F and prepare cookie sheets with parchment paper.  Whisk together flour, baking soda, baking powder, cocoa, and salt in a bowl.

2. In a separate bowl whisk together sugar, eggs, and vanilla extract. In a small saucepan melt butter, turn off the heat and pour in chocolate chips, whisk together till melted.

3. Pour the melted chocolate into the sugar mixture and whisk it till combined.

4 Fold in the flour mixture. Let the batter sit for 10-12 minutes. (do not skip this step)

5. In a separate shallow dish combine granulated sugar and confectioners sugar.

6. Using a cookie dough scoop or a spoon drop cookie dough balls into sugar and roll and coat. Each ball should be about 1.5-inches. Place cookies 3 inches apart on the baking sheets.

7. Bake cookies for 11-12 minutes. If the cookies aren't spreading by 9 minutes, pull the cookie sheet out and bang it on the counter a few times, then place it back in the oven for the next few minutes.

8. Cool cookies 5 mins before transferring to a wire rack to cool completely.
