1. Preheat the oven to 350 degrees F and prepare cookie sheets with parchment paper.
Whisk together flour, baking soda, baking powder, cocoa, and salt in a bowl.
2. In a separate bowl whisk together sugar, eggs, and vanilla extract.
In a small saucepan melt butter, turn off the heat and pour in chocolate chips, whisk together till melted.
6. Using a cookie dough scoop or a spoon drop cookie dough balls into sugar and roll and coat. Each ball should be about 1.5-inches. Place cookies 3 inches apart on the baking sheets.
7. Bake cookies for 11-12 minutes. If the cookies aren't spreading by 9 minutes, pull the cookie sheet out and bang it on the counter a few times, then place it back in the oven for the next few minutes.
